The IZat cloud stuff is optional on QC devices and most don't use it. Qualcomm provides the service for devices which don't use GMS or where GMS is unavailable. They do recommend that OEMs enable the EULA click-thru (the default behavior), but it can also be disabled (consent assumed). This isn't a privacy or data leak.
