Yes, that would make sense, just keep in mind that, if your goal is to avoid that your IMEI can be tracked by whoever controls the mobile cell station you shouldn't use another SIM in your phone, because the phone (and SIM) will reveal your IMEI (and thus potentially enable tracking you) through the connected phone.
